不但 introduces the first (usually lesser) point and 而且 adds a stronger one. The second half is the part you want to stress.
When both halves share one subject, 不但 comes after the subject: 他不但会英语，而且说得很流利。

Awas
- 而且 is often shortened to 也 in speech: 他不但会英语，也会日语。
- Do not follow it with 但是 — the two halves point the same way.
